Do You Want A Four Tuner TiVo? Tell The FCC

TiVo wants to release a four-tuner digital cable DVR to retail, but to do so they had to petition the FCC for a waiver. Without a waiver, the TiVo Premiere Elite will not be available at retail, but only through those MSOs who decide to offer it directly to their customers.

Why? The current rules for retail ‘Digital Cable Ready’ devices requires them to have not only digital tuners, but analog (NTSC) tuners as well. These rules were written in 2003, and a lot has changed in eight years. Back then all-digital cable systems weren’t common, today they are. Even for those MSOs who aren’t fully digital, generally only a handful of channels remain analog-only. Upgrades to networks, to add more channels, and the implementation of SDV have allowed MSOs to migrate to digital and the move is ongoing.

TiVo has taken advantage of this in designing the Premire Elite, by giving it four QAM tuners for digital cable – but no analog capability. It also boasts 300 hours of HD recording, which indicates a 2TB drive. (Although there is no mention ATSC support – potential bad news for antenna users.) TiVo claims that this makes the Elite a ‘greener’ product, cutting power draw from 32W to 24W, as well as reducing costs:

Maintaining an analog tuning requirement for the TiVo Premier Elite would increase production costs and the price to the consumer by $80-100, increase the device’s power consumption by one-third, and increase the device’s size in an electronics market where reduced size often influences consumer decisions.

Remember that eliminating analog support doesn’t just mean dropping the tuners, they can also drop the encoders and the associated RAM they require. And it cleans up the overall design. So the savings come from the reduced component count.

But without a waiver you’ll have to hope your MSO offers it. Why could MSOs offer it and not retail stores? The rules are different, MSO-provided units are allowed to be all-digital, retail units are not.

So where do you come in? Thanks to our system of government, you can give the FCC your opinion directly. They’ve released a call for comments, and you have until July 25th to put your two cents in. You can even do it online – but read the call for comments to understand what you need to do. It is a government agency after all, they can’t make it too simple. ;-)

TiVo seeks waiver of three of the Commission’s rules with respect to the Premiere Elite: (1) Section 15.118(b), which requires cable-ready consumer electronics equipment to be capable of receiving analog NTSC channels 1 through 125, (2) Section 15.123(b)(1), which requires all unidirectional digital cable products to be capable of tuning NTSC channels transmitted in the clear, and (3) Section 15.123(c), which outlines tests and standards that unidirectional digital cable products must satisfy before going to market.

I’d love a TiVo Premiere Elite and a couple of TiVo Preview boxes to finally replace my current TiVo Series3 and Pioneer Series2 DVD unit. I’ve been holding off for just such a product.

Cisco Updating Tuning Adapter Firmware Just In Time For New FCC Rules

A new raft of FCC regulations, originally published October 14, 2010, go into effect August 1st, 2011. One of those new requirements is that MSOs provide their cable subscribers with tuning adapters that support a minimum of four content streams:

To address the problems with tuning adapters identified by commenters, the satisfactory access standard will require cable operators to ensure that retail devices are able to tune at least as many switched digital channels as that operator’s most sophisticated operator-supplied set-top box or four simultaneous channels, whichever is greater.

Multi-stream CableCARDs (M-Cards) support up to six content streams, but this doesn’t help users of the Ceton InfiniTV 4 Digital Cable Quad-tuner Card or the Moxi 3-Tuner DVR, and it wouldn’t be good news for the pending TiVo Premiere Elite 4-tuner DVR, for users with Switched Digital Video and tuning adapters that limit them to two streams.

You didn’t know? Even though M-Cards support six streams, tuning adapters first shipped with support for only two. A while back Motorola updated their tuning adapter firmware to support six streams, but Cisco has been dragging their feet. But it seems, with just two weeks left before the deadline, their finally rolling out new firmware for their STA1520.

There are more goodies from the FCC:

  • If the MSO allows consumers to self-install anything, such as cable modem or cable box, then they must also allow CableCARD self-installs on 8/1/2011. No more truck rolls! (If they don’t allow any self-installs, they still must begin allowing CableCARD self-installs on 11/1/2011.)
  • MSO’s must provide M-Cards starting 8/1/2011 – they cannot provide S-Cards unless specifically requested.
  • If the cable company is doing the CableCARD install the installer must show up with at least the number of cards in the order, and they must be working cards.
  • The same fee must be charged for a CableCARD whether it is used in a consumer provided host (such as a TiVo) or an MSO provided STB, starting 8/1/2011.

Hopefully the new rules will lead to improvements for consumers, and lower costs – no more need to pay for an installer to stick a card in your TiVo and call in the numbers.

2012 International CES Registration Is Now Open

CES Logo The 2012 International Consumer Electronics Show (CES) will take place in Las Vegas, NV Tuesday, January 10th through Friday, January 13th, 2012. And registration is now open, if you’re planning to attend. Registrations as free through August 31st, then they jump to $100. I had to miss 2010 & 2011, but I’m planning to go back in 2012.

TiVo Releases App for iPhone and iPod Touch

Joining the already available TiVo App for iPad, TiVo today released and app for iPhone and iPod Touch. The new App has full support for the TiVo Premiere, and partial support for the TiVo Series3 and TiVo HD. Additionally it seems the iPad App has also been updated with S3 & HD support.
